Non-profit, educational or personal use tips the balance in favor of fair use. ---------------------------------------- Christopher Barnard was born on August 19th, 2003 to his parents Floyd Allan Moore and Roxann Barnard in Oklahoma. September 2 2003 The first reported incident of neglect regarding Christopher was made to Department of Human Services. Floyd and Roxann were already separated. The referral stated while Christopher and his mother were staying by her parents the home was dirty, with bugs and dogs in the home. DHS said they did a check of the home and everything was fine and that Christopher was doing well. April 16th, 2004 A second referral was made to Department of Human Services. The allegations said Christopher was always dirty and had several injuries over the past few weeks including a knot the size of a golf ball on his head, bruises on his cheeks and arms and a busted lip. It also said Steven Locklear Jr pinched Christopher's cheek so hard he started to cry. He also swung Christopher around by the neck of his footed sleeper pants until Christopher turned purple. It also stated Christopher appeared upset when Stephan was present. DHS did a check of the home and said Christopher was doing well with Roxann and Steven and that Services was not recommended. October 4th, 2004 A third referral was made to Department of Human Services regarding Christopher. These allegations included that Christopher's mother kept the house always cold and that Christopher had pink eye and a runny nose for three months. This referral was screened out. November 29th, 2006 A fourth referral was made to DHS regarding Christopher. In this referral it said Christopher had been brought to preschool with a black eye. When asked Christopher said "My daddy do it." Christopher also had numerous bruises and stitches in his lip. Roxann said Christopher got the black eye from being punched by another child while playing. During this investigation the worker was in receipt of Christopher's medical Records dating from August 2005 through November 2006. The records said May 7th, 2006 Christopher was treated at the Claremore Emergency Room for a swollen nose. June 6th, 2006 Christopher was treated again for abrasions and swelling to his forehead. September 2006 Christopher was treated again for a busted lower lip. On January 28, 2006, March 15, 2006, June 5, 2006, July 10, 2006, August 2, 2006 and November 30, 2006, Christopher was treated for coughing, sinus problems, ear pain/infection, fever, and vomiting. DHS noted Services Recommended. February 13th, 2007 DHS received a fifth referral regarding Christopher. The referral said Christopher was covered in bruises and had a black eye since his mother began dating Steven Lockler, Jr. It also said Christopher was afraid of Steven. Roxann said Christopher was also receiving counseling because of his angry outbursts. Christopher was throwing himself against a wall, hitting his head against the floor, biting his lips and arms saying he wanted to hurt himself. DHS said services not recommended. March 22nd, 2007 A sixth referral was reported to DHS this included bruises and a hand mark on Christopher's bottom. Also how Steven treated Christopher. DHS SAID Services recommended May 4th, 2007 A seventh referral was made to DHS regarding Christopher. This included bruises on Christopher and that Christopher was afraid of Steven. DHS noted Services not needed July 2007 Roxann and Steven marry August 1st, 2007 An eighth referral was reported to DHS regarding Christopher. This one said Christopher was alone in the front yard playing and he had a black eye. DHS said Services not needed After eight referrals to Department Of Human Services including bruises and black eyes On April 28th, 2008 Christopher's stepfather Steven Lockler punched Christopher twice in his stomach and beat him with a belt because he soiled his pants. Christopher died that day. When Steven called the police he said Christopher had slipped in the bathroom. He then admitted to punching Christopher. Christopher's cause of death was blunt force trauma to the abdomen. Steven Locklear JR was charged for first degree murder for Christopher's death. Roxann has been charged for enabling child abuse because Roxann talked about it saying she got out of the home because of Steven abusing Christopher but Roxann went back to Steven.
